The version of the Snipping Tool installed on my PC is 10.0.15063.0. That build number is given by the Windows 10's version number. It means that you are lacking a major update for the Windows 10 operating system.
Go to Start > Settings > Windows Update. Check for the latest updates and install them, then reboot the PC and you should see the build number I mentioned earlier in the Details tab when you right click the file.
My Snipping tool is not working properly. The area where screenshots are framed is all grayed out and no selection can be made. When I tried to scan the app with Windows Defender, it showed "The app is turned off..." but who really did turn it off? And why? I do not find any option or anything to turn it on. Why is this defect developed and how to get rid of it so that I can get my Snipping tool in its normal workable shape? All this started happening after installing Windows 10.

If the application is disabled through the Policy Editor, then you will have to re-enable it through the same application.
Go to Start > Run > gpedit.msc (if you don't have it, reach Google to learn how to install it: https://goo.gl/v3m3Ru ). Expand the tree menu using the following path: User Configuration, Administrative Templates, Control Panel, and Programs.
Double click on Hide "Windows Features" and choose Disabled or Not Configured.
After this procedure, close all the windows and start the Snipping Tools.
To access the Snipping Tool, press Windows + Q and then type Snipping Tool. Once the tool is displayed and available for selection, start it and you'll have the possibility to capture the desktop or various regions of your desktop.
I want to download snipping tool in my Windows XP. I am unable to do so. Can you send me any link through which that is possible?

Snipping Tool is only available in Windows 7 operating system. You will need a 3rd party tool if you want the same feature in Windows XP. For this purpose, I can recommend you HyperSnap. Besides screen capture, it can edit photo and manage your captured files using the built-in tools.
There is a simple way to access things in Windows 10. You can call the Search function using Windows key + Q then simply type snipping tool. The result list will display the installed application. Select it with your keyboard or mouse and launch it. It's practically, the same Snipping Tool available in Windows 7, Windows 8, Windows 10.
